STRUCTURE
The School Council is responsible for the development of school policies within the framework of State Government guidelines. The Principal is responsible for the implementation of policies and the operation of the School.
The Council receives recommendations from its committees relating to policy. These representative council committees consult widely as policies are developed for presentation to the Council.
The Principal receives advice from many groups and appointed co-ordinators in relation to implementation and operational matters, which must be applied within industrial and statutory guidelines and government policy.
There are representatives on Council and its committees of teachers, parents, students and community members. The Principal in his capacity as Executive Officer of the Council provides the formal link between the policy-making responsibility of Council and the policy implementation and operational responsibilities. The Principal is therefore responsible to the Council for policy implementation and to the Minister for Education for the implementation of state wide policies and accountabilities.
This schematic diagram illustrates the structure established for policy development by the Council and its representative committees. It also illustrates the links between the various formally established advisory groups and appointed co-ordinators who provide advice to the Principal on policy implementation and operational matters. The Principal serves as the Executive Officer of the Council and reports regularly to Council about policy implementation and operational matters. The Principal, therefore, provides the formal link between the Council and the Schools management team. Relationships within Council and between Council and its committees are excellent. Council operates efficiently, reports are generally written, and all members are given regular opportunities to reflect and contribute with a high level of understanding to policy development. The terms of reference of Council and each committee are documented and well understood. Therefore, there is no duplication of effort or conflicts about responsibility or authority. All committees of Council operate effectively and have achieved improvements in School policies and resource allocation over the life of the Charter. The Council uses working committees effectively to address specific major issues.
The School is managed with a very high level of efficiency and effectiveness. The representative advisory groups provide quality advice that is rarely vetoed by the Principal. The flat structure has clear lines of communication between management groups and the Principal. Roles and responsibilities of co-ordinators and the management groups shown on the management chart are clearly defined and implemented. |
